I’m no expert on Indian elections but if he wants to have a chance of winning, it would be best for him to lazer-focus his publicity on the specific constituency he’s running in. Unfortunately YouTube will do the opposite of this: spread out his publocity/support across the entire city, which the electoral system (I assume FPTP) does not reward.
Actually he is doing campaigns, he went to some local news channel, posters/flyers. I mean, as an independent candidate he can do so much alone (or with limited manpower). The good thing that came out of this is that he documented the whole process of how to file for nomination. That information is not very accessible in India.
