Yeah, theres not really enough info to be confident one way or another. But by the sound of it it was stolen mail in general and ballots were among them

But it’s very possible the article just isnt doing a good job of representing things or giving enough info for things to be clear. And its very possible the federal investigators are uhh, not the most credible authority on what did or didn’t happen.

If you read the article it sounds like the ballots were among a variety of stolen mail, and weren’t targeted for being ballots
