They aren’t the primary villains, but they’re sure as shit the bumbling secondary antagonists.

    I think that’s a pretty fair assessment, although I wouldn’t consider Pippin (nor naive good faith Democrats) as antagonists.

    I would also point out that while being a giant pain in the ass during the journey, Middle Earth falls without his actions.
