They spend thousands of people and all the money to level small towns to the ground, after which Ukranian forces fall back from the rubble, and Russians technically take it. Sometimes they do that several times, because holding a bunch of smoldering derbies is actually hard.
On paper you can call it taking the land. I don’t know what portion of the land they grabbed in the beginning of the war they still hold, I think it less than before, especially if you take into account Kursk region, but it’s hardly anything substantial.
