I get the impression this directive is more about sending a message.
A pardon doesn’t remove a conviction and discriminating against someone convicted of a crime isn’t illegal, as that isn’t a protected class. A ton of government jobs in Illinois already won’t hire people convicted of felonies or certain misdemeanors.
