For users who agreed to a prior version of our User Agreement, this agreement is effective as of May 16, 2025. For users who had not previously agreed to the User Agreement, this agreement is effective upon acceptance. The previous amendment to this User Agreement was effective for all users on July 26, 2024.

As far as I understand, there is no way to opt out other than by mailing the filled-out form by May 16, or 30 days after creation for new eBay accounts. You can of course delete your account before the changes take effect on May 16.
