Is EuropeSays a foreign propaganda machine?

They are posting to all major social media sites and have a large following. For example here https://pubeurope.com/@europesays

Recently I noticed they also publish a lot of propaganda such as https://www.europesays.com/2020459/

I am unable to find an owner of the site or the social media accounts. They even seem to run their own Mastodon instance.

What is going on here?
