Not within the hobby, it’s the number of keys. However, it’s not super accurate percentages. Most 40% keyboards are closer to 50% keyboards by number of keys, especially ortholinear ones.
Key cap size is measured in u, with a normal letter being 1u, large space bar 7u, tab being 1.5u and so on.

Huh, well thanks for the correction! I’ve seen things like “tenkeyless 90%” on a description and assumed they referred to different things.
Come to think of it…tenkeyless means no numpad…but there’s 11-17 keys on a numpad…not 10…
Yeah, that sort of contradiction is common in the hobby, but ten keyless is indeed no numpad, operators, and all.
