Based on this article it looks less like Mossad but rather the CIA guys previously in charge of murdering Castro.
It could be sponsored false flag attacks or it could be any of a dozen other financiers.
I think you may be correct though. Occams Razor.
Occam’s Razor would be that it is what it appears to be. Fewer assumptions.
