It would be pretty trivial to get a new public IP, so blocking by it isn’t the best course of action.
Static IPs you have to pay for them though if I’m not mistaken. They can get new ones but it would cost them.
I don’t see the benefit of a static IPv4 though, with Dynamic DNS. Just have your router update the entry on getting a new IP (FritzBoxes have that builtin) or let a small program on the server doing that job. I have both.
