In France these buildings are everywhere. Part of the industrial revolution an mass migration from countryside to cities. Except for Paris, conservatives are more in to protecting buildings from the 18th century and before.
I’d still guess probably not agents provocateurs for this one, but a 19th century building is just not that significant in France.
