I think he’s possibly talking at the UN or some security council as they plaque in front of him says “United States”, at a guess that wouldn’t be necessary in front of Congress. I might be wrong though, I’m not from the US.
Here’s an example from the UK where a planned railway line has been cancelled by a successive opposition govt.
Last year, a transport minister said no land would be sold until the government had decided on an alternative 50-mile railway line. The Independent understands detailed future plans for phase 2 land will be released in the summer by the DfT.
Surplus land will then be sold, with previous owners getting the first chance to buy - but at the current market value, instead of what they sold it for.
Note the bold bit, land usually goes up in value over time and I doubt the UK govt. will have over paid, therefore original owner may not be able to afford it in the future.

Over 40 years ago, in 1984, the BBC ran a documentary on the UK video game industry which was notable for charting the spectacular fall of Imagine Software, creators of the infamous ‘megagames’ Bandersnatch and Psyclapse.

Yes, technically this is correct and the legislation has not been repealed. I think it highly unlikely that the king would do anything, and if he did I’m unsure the armed forces would follow him against a legally elected parliament.
Futhermore the king is also head of Canada, Australia, and New Zealand; again I find it unlikely that they’d follow him over their govts.
In short there’s a bunch of laws that the UK govt. hasn’t revoked. Changing unused or unnecessary legislation takes time and there are more important changes to make.

In his defence, he’s not a world leader but a symbolic figure head and this is a tradition going back a long way, similar to the French parade but they got rid of their king a while back.
