They can as their secret identities.

Maybe not Superman though, I think he might be an undocumented alien.

This should be a future storyline, everyone finds out Superman’s secret identity, Clark Kent gets arrested for fraudulently voting for years

Eh. The Kents say “sorry the hospital lost his birth certificate in the great fire of XX, but here are his high school diploma, his driving license, and his social security.”

They addressed this post-Crisis by having a snowstorm hit the Kent farm after they discovered Clark. They remained on their farm until spring and emerge to explain Clark was born while they were trapped, and the local doctor certifies the birth.

A broad strokes version of that story is used to explain that Superman is considered native-born because he was still in his birthing matrix when he landed.

Right, that’s how Clark Kent would get away with it if the government doesn’t know he’s Superman. However, Superman is on record admitting he came from another planet (at least in the James Gunn movie), so if the government finds out who he is, Kent could be in trouble

I’m guessing they can vote, but only once. The problem with letting a hero with a secret identity vote is you could accidentally let them vote twice.

Let’s go with the Smallville show’s lore that his government identity was written into existence by Lionel Luthor at 2-4 Years Old. The man has a school record, a degree and a job in America!

    Depends on the hero.
Wonder Woman can’t - in the US at least; I don’t know about elections on Themyscira.
Hal Jordan, John Stewart and Kyle Rainer can all vote, and they noodge Guy Gardner into voting.

They are, and even allowed to stand for office. One thing from DC that seems cool to me (from a distance) is the political conflict between different heroes, e.g Green Arrow has a reputation for being a typical Californian free-pot-for-everyone liberal. But as a character, he is also a billionaire.
