He had a stroke and I wouldn’t be surprised if he didn’t recover as well as this article seems to believe. It’s not uncommon to have personality changes after injury (in this case ischemic injury) to the brain.

I don’t think Narcan should be counted among the drug paraphernalia. It actually stops drugs. It should be counted as anti-drug paraphernalia and cancel out something else from the list.

Jokes aside, if you start counting having a Narcan kit as suspecting criminal behaviour, you’ll discourage Narcan kits and people will die.
